why can i not install scim?

i got the info:

rpm -ivh scim-0.9.3-1.i586.rpm
error: cannot get exclusive lock on /var/lib/rpm/Packages
error: cannot open Packages index using db3 - Die Operation ist nicht erlaubt (1)
error: cannot open Packages database in /var/lib/rpm
