As I know, after Fedora Core 2, iiimf has been included in the distribution. So you can use the Internet/Intranet Input Method to input Chinse or Japanese characters into the application based on gtk+, e.g. gedit, gterminal, without the support of environment variables of "LANG" and "LC_ALL". I never try to use KDE, so I don't know whether it works beneath KDE. But iiimf CAN'T work under non-GUI environment.
Another way is to use emacs. Set "MULE", trigger your favorite input method, input characters and save it to files or run it. Emacs is the only way to input Chinese with Japanese language, if you are running non-GUI enviroment and bored with setting the language environment variables and switching your system between them.
Or you can try uim.
Good luck
