there are many kinds of device under linux, u mean which one?
for example. a pci device driver will use pci vendor id, and sub sys id, to find the device. a chr dev or blk dev will register it as a chr or blk dev to system, which is linked into a list, then other code can access it.

First, u must insure ur kernel know usb devices.
then u can access kernel by ioctl functions.
