为什么/etc/bash.bashrc 起不了作用？

我发现每次登录，帐号都没有执行/etc/bash.bashrc 的脚本，而只执行 ~/.bashrc。
我把~/.bashrc 删除，帐号也还是没有执行/etc/bash.bashrc。
而我再执行一个子bash，它就要执行/etc/bash.bashrc脚本了。

请问这是为什么？能解决吗？

我用的 Debian Sarge。

在man bash的INVOCATION一节里第三段有这样的话：
[code:1]
When  bash is invoked as an interactive login shell, or as a non-inter-
       active shell with the --login option, it first reads and executes...
