centos7 必须先关闭网卡 然后在重新打开 才能上网

新安装的centos7，使用中发现， 每次重启系统后都必须先关闭网卡 然后在重新打开才能上网。网卡设置的是开机启动，开机后看网卡的状态很正常，各个网络参数的设置也很正确（校园网，动态ip），可是登陆锐捷时提示正常登陆，但是无法打开网页，必须把网卡由On变为Off，然后再On才能登陆网页。请教下这是什么原因？网卡驱动的问题？
