how to install locale data?

The default LOC_PATH directory /usr/lib/locale is empty in my system.
So I can't set locale information to Chinese.

Anyone can tell me which package contains the locale data? Thanks!

mkdir /usr/lib/locale

search gentoo chinese
you can find the answer in gentoo website.
you must use
USE="gbk nlc" parameter to compile xfree and gnome and all X software

The directory where locale data is stored. In default, /usr/lib/locale is used.
