I am now using an Germany system,and I can't input Chinese.
1) Download kernel-source-2.4.20-8.i386.rpm from
http://rpmfind.net/linux/RPM/redhat/9/i386/kernel-source-2.4.20-8.i386.html
2) Download rhl-cg-en-9.pdf from http://www.redhat.com

This contains instructions for how to re-build a Red Hat kernel.
3) Download sndconfig-0.70-2.src.rpm from http://linux.maruhn.com/sec/sndconfig.html
4) Manually apply wrdeiter's patch. [patch /usr/src/linux-2.4/drivers/pci/pci.ids instead of a '.h' file in the pci directory. The new lines look like:

Add after the ICH4 82801DB lines.
5) follow the Customization Guide's instructions to rebuild the kernel.
6) reboot system.
7) Run the sndconfig application. /usr/sbin/sndconfig
