Is there no "setenv" in ML1.1?

I want to use "setenv" for something. But, I can not find the command "setenv" after searching /bin, /sbin, and /usr.

Is there something I missed? Or is there a substitute for it?

例如：

setenv 好象是 别的<b> SHELL 里面的命令 </b>。

C SHELL里是setenv，bash里是export
