It actually requires the "providers" of the Operating System report the number of the copies of OS installed by computer manufacturers to the government, which (I think) is what free software like GNU/Linux unable to comply, especially community-based distros like Debian or Gentoo.
(sorry but the Windows XP on the computer I'm using at school is dead, and I had to boot up from a Ubuntu GNU/Linux LiveCD and cannot type Chinese right now.)

XP being dead is commonplace, so let it be that way and don't waste your time in fixing it as you can't do it!
Ubuntu not typing Chinese is your fault, so fix it as it is easy to do.
