how to increase speed?

Hi, I am a beginner for Linux system.
I connect my computer into a LAN which connect Internet through adsL of 2MB/sec-speed.
Under the Windows System, downloading speed is quite good..
But in Linux system, I only can get around 1-4kb/sec speed... what is the problem with it?
And how to solve this problem?

My Linux version is: FC 1
