XFree86 4.3 supports zh_CN.GB18030?

I compiled XF86 4.3 and installed, then
gnome applications failed because
"locale not supported by Xlib"
is this support hard-coded in Xlib?
because I changed locale.alias and locale.dir
and it still doesn't work,

so I had to use zh_CN and zh_CN.GBK
but this time XIM doesn't work,
I recompiled chinput and fcitx,
still doens't help
