LinQ 2.8.3发布!

支持语音聊天（但是在很多网络环境下不能正常连接，我们还在继续完善)。语音的质量还是很令人满意的，我和女朋友用http proxy的方式通话，效果和打电话差不多，只不过有一些延时:-)

Linux下改为以rpm的方式发布。
还有就是Linux下面的一些改动，比如支持GNOME的系统托盘等...

ChangeLog:

- Distributed as rpm package on Linux, and the plain binary package will not be distributed any more.
- Add a simple configure script.
- Do not depend on the current directory any more. This means that you can install LinQ and run it just by typing 'linqt' or clicking on the desktop icon.
- GNOME trayicon is now supported in addition to KDE's.
- The codes for chat plugin to be run on KDE/artsd are added. But since I can not record sounds in my linux box (The recorded data are all zero values, and I do not know why. If anybody knows what's wrong with it, please contact me about that), I am not sure that it really works.
- Send message via p2p only when the connection is established. This means that your message will be immedately sent out even at the first time!
- [win] Use GetLastInputInfo whenever possible in idle tracker to improve performance.(only available on Windows 2000 or later)
